CAVE was founded by Arthur Lockhart, a resident of the Bloor West Village of Toronto. The initiative came about as a result of observing the steady deterioration of what is considered one of Toronto’s most beautiful and vibrant neighbourhoods. Over the years preceding the creation of CAVE storefronts had their walls relentlessly spray painted “tagged”, windows were “etched” and with this came a growing state of apathy and resignation that nothing could be done.
